A mother and her boyfriend are charged with two counts each of malicious wounding and felony child abuse following the tattooing of two children.

Melissa Delp, 35, and Daniel Janney, 32, were charged Friday after the arrest of family friend Alexander Edwards, who stands accused of tattooing the children, both under the age of 13, without consent, said Maj. L.T. Guthrie, of the Campbell County Sheriff’s Office.
