Two in Campbell County face capital murder charges

The same day a Campbell County grand jury indicted a Lynchburg man for capital murder, prosecutors announced plans to seek the death penalty for a man accused of capital murder in another county homicide discovered the same week.

Vincent Earl Spinner, 50, previously faced one count of second-degree murder in the death of 89-year-old James Payne, whom authorities have said was Spinner’s father-in-law.
