Oakwood Club Must Work With Its Neighbors

If the members of the board of directors of Oakwood Country Club aren’t careful, they could well have Lynchburg’s version of World War III on their hands with their property at ground zero.
The News & Advance reported last week that the club has officially put its course on the market and is soliciting development proposals through Dec. 1. The club’s 85.5 acres sit in the middle of the Boonsboro section of the city; the club’s real estate agent said 65 acres are for sale.
In 2005, the club spent a couple of million dollars to refurbish the golf course and turn it from an 18-hole course to nine. At that time, the directors also entered into a course management contract which expired at the end of 2007. Since Dec. 31, the course has lain dormant while the club’s directors pondered its future.
At the time, neighbors of the course speculated that the sale and development of all or part of the tract was in the works, something which club President Bill Martin confirmed last week.
The course itself is hilly with ravines, dips and trees strewn across it, somewhat barren today after nine months of minimal upkeep. The tract’s zoning is currently the most restrictive on the books. It’s bordered on one side by the windy, curvy, two-lane Link Road, and within a couple of hundred feet, there are two traffic lights where V.E.S. Road, Rivermont Avenue, Boonsboro Road, Link Road and Peakland Place all converge.
The site has no roads, no water and sewer lines, no infrastructure whatsoever, meaning that any developer would have to install those amenities in order to market the land. The lay of the land also could necessitate grading and excavating prior to any construction beginning.
There is the very real possibility that any development of the tract would require a higher density of structures than current zoning allows simply in order to make any project work financially.
And if rezoning of that large a tract of land in the middle of that section of the city comes up, you can count on major fireworks. (Just ask last year’s would-be developers of the proposed McKenna Place, on a 3-acre plot across from James River Day School about that.)
But a knock-down, drag-’em-out fight doesn’t have to happen.
It all depends on how the club and its management team proceed in the coming weeks.
What they need to be doing — and doing right now — is engaging the residents of the area in all of their planning work and discussions. Involvement shouldn’t just be limited to adjacent property owners, but folks from throughout the region, as a major development would have a wide-ranging impact.
It would serve no one if residents woke up one morning to read in the paper that a large-scale, high-density townhome and condominium project was coming across the street from them. That would the perfect recipe for World War III.
Proper planning and good advance work on the part of the club and its representatives could also avoid another nasty flare-up of the ZIP code wars for which Lynchburg is so infamous. Last year’s McKenna Place controversy dragged on for months with anti-development activists in other parts of town blasting City Council for showing deference toward the 24503 crowd while shunting major development projects off to the 24502 side of town.
No one needs a replay of that.
Right now, folks are wary and apprehensive; if Oakwood doesn’t fully involve the neighbors, that could easily turn into white-hot anger with everyone involved getting burned.

Sorry citizen but have you ever gone to Boonsboro Shopping Ctr on a Saturday and watched those people going to into the upscale shops.
What a pompous overdressed crowd that is. Is the neighborhood homogeneous? Nope but birds in the bright colors are more visible than those not so gaily beplumed.
I noticed you used the term “03”. Obviously an insider.
I perceive that overall this is a very self important bunch. That perception is a reality. I should know, I have lived there all of my life and I have very dull feathers.

Did this editor do any research for this ridiculous editorial? It is riddled with misinformation, other observations that are obvious to any moron, and exaggerations (World War III?...give me a break). The golf course was changed to a 9-hole course many years before 2005. You write that the club spent “a couple of million dollars.“ Could you be a bit more specific? The contract with the golf course management group didn’t expire in Dec, 2007, but the board decided to buy out the contract. Oh my, what a shocker…the land needs grading and excavating and utilities? Who ever heard of such a thing when it comes to developing land; I had no idea all other undeveloped land already had a perfect layout with the sewer and water hook-up and other utilities already in place. I have a great idea…why doesn’t the author of this editorial, who is obviously highly qualified in all areas, offer to take over the planning and implementing? I am sure the Board at Oakwood has been hoping someone would finally tell them what to do. Maybe the author can bring the various zip codes together in a group-hug as well. I get warm and fuzzy just thinking about it.

Wayne H….I can assure you that there are plenty of people who live in the so-called 03 zipcode who are regular middle and lower-middle class folks, just like you. I don’t understand where this disdain and the other blanket generalizations come from (perhaps jealousy because of a perceived (but untrue) advantage that the all ‘03 people supposedly have?) There are thousands of us who live here, and we are all different: some have money, some don’t, some are in debt, some are not, some give to charities, some don’t, just like anyone else. So to all other zipcode dwellers: SHUT UP ALREADY about the 03’ers as if we are a homogeneous group and as if you know anything at all about us other than what you think you know. Perception is NOT reality.

Well coming from the 24502 side of town I don’t think that it should be up to the neighborhood for what Oakwood wants to do with its LAND. The neighbors don’t own that land so why should they have anything to do with what happens to it. Oh yeah that’s right, No one from that area would ever be able stand a middle class citizen living across from their lot because they assume that there property value will go down. For once why don’t people of 24503 think about someone beside themselves! There are people in this city that would like to move to a better neighborhood but can’t. Just people dealt a bad hand and didn’t have certain opportunities that some people from that area had because mommy and daddy gave it to them.

I would have thought that a main attraction of any country club would be a golf course. Seems a bit backward to be getting rid of land instead of acquiring it nowadays. I guess Oak Wood is not doing very well and can’t afford to keep it. Perhaps they can look to whatever members they still have to maintain it or decide what to do with it. Not going to be much of a Country Club with some huge apartment or shopping complex snuggled right up next to it. Who’d want to pay for that??
Maybe they can throw some fake plastic snow all over it like Liberty and make it a ski resort!

I love ya (bigjimm) but you are not thinking BIG enough. I think the Falwell Cartel should buy the land and develop the world’s first Christ Centered “Put-Put” golf course/Condo project. ENOUGH of the “elitist” Country Clubs. Lynchburg needs something for the “regular” Christ Centered residents. [“If you act now you can purchase a condo overlooking the Glorious Nativity..(hole #3) at Pre-Construction prices.“] Imagine the joys of teaching your grandchildren the story of Christ’s life, one family fun-filled hole at a time. If a condo is beyond your means, space can be rented on a daily basis at Fabulous “Noah’s Ark Travel Trailer Park” (sewage hook-up extra). Dine at “The Last Supper” Restaurant. Shop at the “Born Again” second hand clothing mart and pre-owned household appliance Emporium. ...As I am sure everyone can see, The Falwell Cartel is in a position to spread it’s Holy influence. They can, at last, begin to do to Boonsboro what they have done so well to the other side of Lynchburg. NO true Christian dare stand in their way. It would truly be a Blessing.

Unfortunately as we know, in Lynchburg, the developers get what the developers want. No consideration of a great neighborhood, the neighbors, much less the environment. This is one of the many Bad Things that will and have happened lately in Lynchburg. No regard for history, Green, or anything. Long as L’burg thinks it can get a dime, you can kiss every last tree, field, farm good-bye. One day our grandkids will be asking: WHAT is a Farm? Open Space?
A park would be a much much better idea. Course who can make $$ off of a park?

Man,what a great place for a new WalMart/Sam’s Club complex or maybe a Super Target. You could put in a new Home Depot and those of us in 24503 would never have to go to Ward’s Rd again.
I don’t think anyone would complain. Do you? Really? The good people of Boonsboro?
