LU defends decision to close Plaza

Liberty University is standing by its decision to deny parking for Wednesday night’s Obama event, a move that’s drawing criticism from local Democrats.

City officials, meanwhile, are looking to Sen. Barack Obama’s campaign to pay for a last-minute shuttle service established to get attendants from City Stadium to the rally at E.C. Glass High School.

The city stepped in after learning Wednesday morning LU would not allow event parking at The Plaza shopping center.

On Thursday, Liberty officials said they did make an offer to supply the Obama campaign with paid — not free — parking at the shopping center, which is owned by the university.

No reply was received, according to administrators.

LU Chancellor Jerry Falwell Jr. said that after initially declining to allow parking, the school was asked by the Secret Service to reconsider. Liberty then agreed to rent parking to the campaign at fair-market value, which it determined was between $5 and $10 per space.

“We said we would try to clear it with (the businesses in The Plaza) and see what was available,” Falwell said. “… We tried to accommodate them.”

LU, a registered 501(c)(3), said its tax-exempt status prohibits it from providing free parking to a political rally. Federal law bars exempt groups from contributing to political campaigns either directly or indirectly, according to the Internal Revenue Service’s Web site.

A spokesman for the IRS declined to discuss what would or would not constitute a violation of those rules, saying such decisions must be made on a case-by-case basis.

Falwell said supplying free parking would have amounted to donating the cost of the space to the Obama campaign, in violation of federal tax code.

LU has been criticized by some, particularly among Obama supporters, for closing off access to The Plaza.

The chairman of the local Democratic Party, John Lawrence, said Thursday the school was “making up excuses” to avoid helping a Democratic candidate.

“They did it to spite the Obama campaign,” he said.

Falwell said the university would have taken the same action with any public event, political or otherwise, that sought to use its property without permission.

“It doesn’t surprise me people are upset, but they should be upset with the Obama campaign for not working it out beforehand,” he said.

Organizers of Obama’s appearance at E.C. Glass initially directed ticket holders to park at The Plaza without the school’s knowledge.

Falwell said he only learned of the situation through television reports the night before.

A campaign spokesman operating out of Richmond confirmed Thursday that no one sought the school’s permission before announcing the arrangements.

“My understanding is some of our staff thought it was public parking,” said Kevin Griffis. “Once we were told it was not public, we told people not to park there.”

Griffis also said he didn’t believe the campaign was given the option of paid parking, but added such events usually rely on free, public spaces.

It was not immediately clear if LU’s offer was relayed to Obama officials. LU provided the name of the Secret Service agent it spoke with. He in turn said only that the agency does not pay for parking.

Further questions were referred to the agency’s Richmond office, which had already closed for the day as it was after business hours.

The Obama camp may still end up paying for at least a portion of last night’s parking costs.

The city intends to send them a bill for a shuttle service it quickly established after learning there would be no Plaza parking.

The city encouraged rally attendants to park at City Stadium, where six school buses awaited to ferry them to E.C. Glass and back. Officials said they were concerned a dearth of parking would create confusion and lead to a possible public safety hazard.

The cost of the shuttle service was not immediately known, but City Manager Kimball Payne said on Thursday that the city did expect the campaign to pay for it.

“The Obama campaign was told yesterday it would be sent a bill,” Payne said. “They created this situation. They coordinated it. … We don’t feel it was our responsibility to manage the parking.”

The city does not plan to seek reimbursement for other support services provided, including the presence of more than 40 local police officers.

Payne described these other forms of assistance as “customary” support that would be provided to any visiting dignitary.

“If John McCain comes, we’ll do the same for him,” he said.

The total cost to the city for the Obama event is not yet known, but will be compiled. Payne predicted it wouldn’t exceed five figures.

Griffis, of the Obama campaign, was not aware of any pending bill, but said he imagined if the city did provide parking it was in an effort to support a positive event in the community.

“Obviously, it did bring a lot of positive attention to Lynchburg,” he said of the rally, which was attended by more than 2,000 people.

Payne said while the campaign has not expressly agreed to pay, he expected it would.

“I’m assuming they’re honorable people,” he said.

This has got to be one of the dumbest things I’ve seen people complain about. First, the issue has nothing to do with Toys R Us or Thomas Road Baptist Church. The entire issue revolved around the Obama campaign event and the Plaza parking situation. And even that wasn’t a big deal and wouldn’t have been if the campaign had made the appropriate contacts and arrangements ahead of time. But for petty people to try and drag TRBC and Toys R Us into this is totally ludicrous. One there is no IRS situation involved in churchgoers parking at Toys R Us, and most importantly, no one at Toys R Us has stated it was a problem. In fact, the manager of Toys R Us publicly stated it wasn’t a problem. So those who are complain only want to complain because it involves someone from the Liberty/TRBC ministry. Real petty and sad.

(myxrds):  STOP LYING!!!!  There is NO WAY there were any spots left for you to park!!!  WSET did a piece on it.  Didn’t you see it?  I can’t stand people like you coming on here talking about things you know nothing about!  That didn’t happen.  LIAR!!.....................See how silly that sounds??????  Seriously though, your “excuses” for parking there are probably the reasons the stores haven’t complained to an extent that some people wish they would.

Ok, I confess I am one of the “culprits” that parked at Toys R Us to go church at TRBC.
Well, I committed the offence 3 times at least (if you r keeping tabs.)
1st time. I was really late, and I thought it was ok to park there since the parking lot had (at least) 20 empty lots near the entrance of the store at that late hour (11plus in the morning).
2nd time. I wanted to shop at Toys R Us after service. So I reckoned I should park there (to save gas) instead of moving my car again later.
3rd time. I had to pick up something from Dollar Tree before service.

P/s My sincerest apology to the customer/s of Toys R Us who had to walk a mile (or more) to the entrance because of inconsiderate church-goers like myself.

(notol4violence) :  Excellent points.  I wonder if the WSET crew went in the store and bought something, or did they just take up parking lot space?

This whole thing is silly and sad really.  People really need some constructive things to do.

I wonder where the protestors parked? Did they have permission to use the parking lots in Candlers Station to protest? I’m sure they didn’t. How hypocritical is that. And by the way, I wonder how much business Toys R Us gets after 12:00 on Sundays from the TRBC congregation. I’m sure Toys R Us dosen’t want the TRBC members to ban them. You know Christmas is coming. Man that would hurt. The protestors need to protest things that matter like abortion or the death penalty. GET A LIFE!  By the way, Jerry Jr. isn’t the “pricher” at TRBC, his brother Jonathan is!

(cubiccubist):  Not sure what got your panties in a wad, but I have no reason to lie about this.  That is about the dumbest thing I have ever heard.  I have a young daughter and go to Toys-r-Us on occasion.  I in no way attacked you or questioned your comments.  I just said I have been there during church service with my daughter and wife (and I know it was during church hours) and we parked and went in.  Was the lot full?  no.  Were there people parked there from the church?  probably.  All I said was it didn’t seem to be a problem (for me).

I am sorry if you have so much hatred for people associated with LU to have such big blinders on, but don’t spew your hate towards me.

Also, it doesn’t matter if it is for churchgoers or not, if you post your property and start towing, a tow company would be happy to start moving, and people would stop parking there.

Another funny thing is the manager at Toys-R-Us was asking people to STOP protesting Sunday….......makes you think?

Maybe collecting “action figures” at your age isn’t as enjoyable and relaxing as you think.  You are still pretty cranky.

Pocket Pair said: I have been to toys-r-us on sundays during church time and did not see a problem (and no everybody, I am not a Falwell junky).

Well Pocket Pair you are obviously not telling the truth. If you did visit the Store when it opens at 10 through 12:30 pm, you would see a parking lot that is almost full or near it. WSET cameras showed that today. I am a collector of Toys and shop at the store regularly. So I am very aware of what the problem is there. I am not a young man, and walk with a limp, so it is no fun to have to park a mile away from the entrance. I would expect this during the holidays. Not during the rest of the year.

I hate it when people like you who have no idea as to what they are talking about start mouthing off as if you know all the facts. If you arrived at Toys R Us and so few Cars then you obviously weren’t there when Church services were taking place.

Ask regular Customers, the employees. They will tell you. This happens all the time and not just when Church is in Session. Big Events are a problem and they also have to deal with LCA Children and their Parents who think that Toys R Us is a good place to drop their kids off at or pick them up at.

At least Jonathan Falwell told them today not to park there. We will see if this works and solves the problem. And just towing cars is not the solution. You have a Big Company having to deal with a Mega Church. I am sure the Management can’t just Tow cars or be hateful with parishioners. They have corporate cronies they have to answer to.

Next time if you don’t know what you are talking about or are going to lie about it, then bother piping in.
