LU defends decision to close Plaza

Liberty University is standing by its decision to deny parking for Wednesday night’s Obama event, a move that’s drawing criticism from local Democrats.
City officials, meanwhile, are looking to Sen. Barack Obama’s campaign to pay for a last-minute shuttle service established to get attendants from City Stadium to the rally at E.C. Glass High School.
The city stepped in after learning Wednesday morning LU would not allow event parking at The Plaza shopping center.
On Thursday, Liberty officials said they did make an offer to supply the Obama campaign with paid — not free — parking at the shopping center, which is owned by the university.
No reply was received, according to administrators.
LU Chancellor Jerry Falwell Jr. said that after initially declining to allow parking, the school was asked by the Secret Service to reconsider. Liberty then agreed to rent parking to the campaign at fair-market value, which it determined was between $5 and $10 per space.
“We said we would try to clear it with (the businesses in The Plaza) and see what was available,” Falwell said. “… We tried to accommodate them.”
LU, a registered 501(c)(3), said its tax-exempt status prohibits it from providing free parking to a political rally. Federal law bars exempt groups from contributing to political campaigns either directly or indirectly, according to the Internal Revenue Service’s Web site.
A spokesman for the IRS declined to discuss what would or would not constitute a violation of those rules, saying such decisions must be made on a case-by-case basis.
Falwell said supplying free parking would have amounted to donating the cost of the space to the Obama campaign, in violation of federal tax code.
LU has been criticized by some, particularly among Obama supporters, for closing off access to The Plaza.
The chairman of the local Democratic Party, John Lawrence, said Thursday the school was “making up excuses” to avoid helping a Democratic candidate.
“They did it to spite the Obama campaign,” he said.
Falwell said the university would have taken the same action with any public event, political or otherwise, that sought to use its property without permission.
“It doesn’t surprise me people are upset, but they should be upset with the Obama campaign for not working it out beforehand,” he said.
Organizers of Obama’s appearance at E.C. Glass initially directed ticket holders to park at The Plaza without the school’s knowledge.
Falwell said he only learned of the situation through television reports the night before.
A campaign spokesman operating out of Richmond confirmed Thursday that no one sought the school’s permission before announcing the arrangements.
“My understanding is some of our staff thought it was public parking,” said Kevin Griffis. “Once we were told it was not public, we told people not to park there.”
Griffis also said he didn’t believe the campaign was given the option of paid parking, but added such events usually rely on free, public spaces.
It was not immediately clear if LU’s offer was relayed to Obama officials. LU provided the name of the Secret Service agent it spoke with. He in turn said only that the agency does not pay for parking.
Further questions were referred to the agency’s Richmond office, which had already closed for the day as it was after business hours.
The Obama camp may still end up paying for at least a portion of last night’s parking costs.
The city intends to send them a bill for a shuttle service it quickly established after learning there would be no Plaza parking.
The city encouraged rally attendants to park at City Stadium, where six school buses awaited to ferry them to E.C. Glass and back. Officials said they were concerned a dearth of parking would create confusion and lead to a possible public safety hazard.
The cost of the shuttle service was not immediately known, but City Manager Kimball Payne said on Thursday that the city did expect the campaign to pay for it.
“The Obama campaign was told yesterday it would be sent a bill,” Payne said. “They created this situation. They coordinated it. … We don’t feel it was our responsibility to manage the parking.”
The city does not plan to seek reimbursement for other support services provided, including the presence of more than 40 local police officers.
Payne described these other forms of assistance as “customary” support that would be provided to any visiting dignitary.
“If John McCain comes, we’ll do the same for him,” he said.
The total cost to the city for the Obama event is not yet known, but will be compiled. Payne predicted it wouldn’t exceed five figures.
Griffis, of the Obama campaign, was not aware of any pending bill, but said he imagined if the city did provide parking it was in an effort to support a positive event in the community.
“Obviously, it did bring a lot of positive attention to Lynchburg,” he said of the rally, which was attended by more than 2,000 people.
Payne said while the campaign has not expressly agreed to pay, he expected it would.
“I’m assuming they’re honorable people,” he said.

letstalk-the attr:gen:and lt.gov. r from a state w/ a population of 8 plus million v.s the national level where va is one of 50 ,,and population 8/330 mil.a big differance,,and as far as kaine,,OBAMA and the demo r trin to balance the ticket,,to offset mcain,s 36 yrs as a senator,,polotics is a popularity contest like school,,and its like a chess game,,so gov.kaine was a pawn in the overall political move:that move being to peak interest in va.and get out the vote alone w/ raising $$,,and as for 9/11 not meaning a thing,,well i beg to disagree w/u but i will have to refer you to nyc,the pentagon,white house,,and my experience with polotical figures is that there is a plan clothes or undercover SS somewhere guarding over them ,,later

Give me a break. Since 9-11 no one is safe. People can go anywhere, do anything and become a victim. It don’t mean a thing…I was just with our Attorney General a few weeks ago. To me he is just as important as Senator Obama. He did not have a police escort. I never see a police escort with the Lt. Governor of Va. I am disappointed on one Front.. I am sorry that Obama did not pick Kaine as his running mate.. He could have made lots of trips to Deleware to visit Senator Biden Pick since Va and Deleware connect on the eastern shores…

LYNCHMAN;;i guess we should,nt have to pay for all those poloticans you bring here,,or the extra police/emt/ramps,/bridges/tunnels/cost of changing hwy name and signs/court cost to proscute lu kids,,and the free lawyers/and the fact that you give to the church but fail to give to ceaser,,aka,taxes ,,yet to take tax money from federal gov to susidize your religious call to duty and responsibility,,like feeding the poor/clothing the poor/sheltering /healing(medical care)etc,,and i do beleive that churches are required to abide to the “christian socialism” thats laid out for it in the bible,,which covers all the FREE THINGS you mention,,and this is the bigotaryness of lu,,that brings the wrath of its “"townies”“ as you so affectionally call us..and if you are so tired of paying taxes,,then move to kuwaite/saudie/arbia,,they pay no taxes but apply their ISLAMIC SOCIALISM,by providing all medical and drug cost from pre-natal til death to all the KINGS subjects for FREE,,they also provide all schooling from pre-k all the way up to a 4 yr college education for FREE,,roads/police/emt/fire/etc all free,,no taxes,,and in fact the KING at the end of the year gives his subjects a rebate check to share the wealth of the KINGDOM,,meanwhile here at home REAGON,,ran the national defecit to a record high,,CLINTON got us back into the black ink,,only for BUSH to put us into the defecit of 10 trillion $$(he had to outdo reagon)of which we owe 2 trillion in cash to COMMUNIST CHINA,,continue the out soursing of corporation and jobs on all eco levels,,continued the supression of wages via illegal immagration,,and went after the top eco employment via,,VISA,,(and i dont mean the credit card)sorry just had to put that in ,cause you do seam to be totally ignorant,,not only to the bible but politically and historically..and these republicans who TAX us all except politically active churches who just dont understand or care what separate powers of church and state means,,takes 66 % of all tax dollars collected and GIVES ( all the wealth of the nation)it away to an ungrateful world for his new world order of welfare and socialism,,and this same IMPERIAL PRESIDENT and mcain not only left us all with this 10 trillion trickle tax but they want a 100 yr war and bush is just doing all he can to provoke russia into ww3 for doing the same exact same thing that we did in bosnia,,in concludsion look up COMMUNISM,,and you just might learn that JESUS was the founder..

1st off, I don’t live in Lynchburg.
Next I have friends in both political parties. Point, Mark Warner and I are very close, Thank You.
Senator Obama told the folks in Martinsville, Va that he would go to bed every night thinking about the people in Martinsville & Henry County.. That is good for them. His so call visit to Martinsville last week to be for 300 out of place workers but a local tv station could not find 1 single person in line going to the meeting that was out of work. What I saw on tv was a who’s who of local political folks, chamber members, community leaders… When he left there he was suppose to shoot up another road to go to Lynchburg but instead he decided to make a surprize trip to Danville. Word got out thru text message thru local info alerts.. All heck broke loose. The Danville Police Dept had to act QUICKLY .. They had no notice of his arrival until the last minute… Now tell me is this planning. Also the Obama camp tried to close the restaurant off, but the local fire marshall told them you can’t do that…. So tell me now.. What planning is this….

I see another thing here “letstalk” Why don’t the vocal critics of LU give Mr Griffis of the Obama campaign a call, and offer to foot the city bill for that historic visit? I mean LU cannot go back and change her decision nor the repercussions of her decision. But u “concerned/caring” residents of Lynchburg sure can do something about it!
Also, since Christians r obnoxious beings, hypocrites, liars etc etc, u r more than welcome to set the true example for all the world to see. Don’t just talk, talk, talk. Please walk the talk.
